This is a budget friendly hotel just in Tokyo. Hamacho is station is close by, you basically can go anywhere around Tokyo. The hotel offers free breakfasts. If you fly in from narita airport or haneda airport, you can take the limousine bus from the airport to TCAT , and take a taxi from there to the hotel which costs about $800 yen.
